European Commission, DG XI, has issued an open invitation to tender for a feasibility study on the future organization of European air-quality policy analysis and the scope for increased integration of air-quality issues. The task for the contractor will include: - An initial evaluation of the feasibility of a possible "Clean Air for Europe" programme; - Analysis of key issues (including scope, methodology, organization and timetabling of a programme) with recommendations; - Preparation of a possible draft programme. The successful proposer will be selected by experience as evidenced by the composition of the proposed team. This should also show that the team is technically capable of carrying out an analysis of management systems and structures for inter-disciplinary and multi-stakeholder programmes and activities, including projects in the public sector, preferably on an international scale. Tenderers should also have demonstrable experience in the areas that are part of the call for tender, including access to expertise on air-quality effects and a variety of air-quality and economic-modelling techniques. The budget for this contract, including fees and all other costs, is estimated at 75,000 euro.
