The Official Journal of the European Communities has recently published a number of proposals for Council Decisions concerning the participation of seven Central and Eastern European countries in the European Union (EU) Fifth Framework Programme (FP5) for Research, Technological Development and Demonstration (RTD) (1998 to 2002). The Proposals bring the Czech Republic, and the Republics of Estonia, Hungary, Latvia, Lithuania, Poland and Slovenia, a step closer to participation in EU RTD and training activities, which will strengthen their ties with the EU. The published proposals call for a Council Decision concerning the Community position with the Association Council on the association of Estonia, and Poland to FP5. For the Czech Republic, Hungary, Latvia and Slovenia, the proposals call for their inclusion in FP5 and also the specific programme of the European Atomic Energy Community for research and training activities (1998 to 2002), "The Fifth Euratom Framework Programme". Each country's participation will be subject to certain terms and conditions, which are pertinent to previous agreements between each individual country and the EU. These conditions are set out in Annex to each proposal.
