The European Commission, DG XVII, has published an open invitation to tender for a framework contract to provide "long-range energy modelling".

The objective of the contract is to provide a series of long-term (at least 20 years) energy outlooks for all the Member States, under scenarios and variants to be outlined by the Commission. The contract will include:

- Developing the macroeconomic outlook for the given baseline/scenario/variant outlines;
- Execution of the energy models for the 15 European Union Member States;
- Provision of summary level results and analyses at country and EU level.

Additionally, the model must be capable of providing detailed quantitative results by fuel and by sector, and include projections of CO2 emissions. The model should be able to handle the power generation sector in some detail.

The work will use the Eurostat conventions and statistical methodology and, wherever possible, official data sources of Eurostat and IEA (International Energy Agency) in addition to the UN/World Bank/IMF (International Monetary Fund) for economic data.

Only tenders offering the entire service covering all 15 Member States will be considered.
