Accompanying measures for scientific cooperation with emerging economies and industrialised countries outside Europe are the subject of a call for proposals launched by the European Commission under the International Cooperation (INCO) programme, part of the Fifth Framework Programme. Proposals should aim to determine the needs and opportunities for further scientific and technological cooperation with emerging economies and industrialised countries. The Commission plans to fund studies and analyses of the evolution of these countries' scientific and technological capacities in areas of interest to the EU - in particular in fields covered by FP5. It should be noted that these activities are not limited to those countries with which the EU has a formal cooperation agreement, as listed below. The EU has concluded or will shortly conclude scientific and technical cooperation agreements with the following countries: Argentina, Australia, Canada, China, South Africa and the USA. In addition, negotiations have also been launched with a view to reaching similar agreements with Brazil and India. Also the EU and Israel have agreed that Israel should be fully associated with FP5. For those countries with which the EU has concluded agreements, activities designed to ensure that the benefits from these agreements are maximised will also be supported under this call. For example, proposals are invited for the organisation of conferences, seminars, workshops and activities such as networking, and to provide targeted information and promote the possibilities offered by the agreements - both in the EU and in the countries concerned. The call remains open throughout the Fifth Framework Programme, and will have a budget of around three million euro. Evaluation of the impact and results of cooperation with these countries will also be supported, but only in 2001 and 2002.
