Study on air-traffic management
An analysis of the changes in corporate governance structures and related functions of service provision in the air-transport sector is required by the Energy and Transport DG, with a view to defining the future regulatory framework. The organisation of the air-traffic services sector is undergoing many changes. In many Member States service providers are de-nationalised business entities, raising the question of the regulatory environment in which these service providers are operating, and in the en-route, approach and landing phases and related services. The communication of the Commission on the creation of the single European sky highlighted the need to examine the technical and economic feasibility of unbundling of air-traffic services and the opportunities and the limitations to business-oriented conduct. A high-level group advising the Commission on reform of the sector discussed the issue of structures for service provision. Preliminary findings were described in a communication of the Commission on the intermediate results of the work within the high-level group.
