A study on the regulation of airspace management and design is required by the Energy and Transport Directorate-General. The study will analyse the scope and exercise of airspace regulation in air traffic management (ATM) with a view to define the future regulatory framework in this field, covering all actions required at Community or national level to support such a framework. The communication of the Commission on the creation of the single European sky highlighted the need for modernising the public role in the ATM sector and limiting its function to the regulatory sphere. The process of modernisation and reform of the sector will require the establishment of adequate regulatory frameworks under the responsibility of independent regulators. Among these, a framework has to cover airspace issues and the optimum use of this resource for the benefit of all users.
