INTAS seeks scientists
INTAS, the International association for the promotion of co-operation with scientists from the New Independent States (NIS) of the former Soviet Union is inviting tenders for the development and implementation of a scheme to provide NIS researchers with access to scientific literature based on electronic delivery to NIS libraries. Scientists in the former Soviet Union are still encountering considerable difficulties in obtaining access to recently published and back issues of scientific journals. INTAS therefore invites tenders to develop and implement a system of access to scientific literature for NIS scientists with the following minimum characteristics: -Based upon consortium type licence agreements with publishers of journals, the provision of unlimited access to a maximum number of scientific journals within all scientific domains, namely the exact and natural sciences, economy, social and human sciences. The licence agreements with the publishers may be concluded either by the tenderer or by INTAS directly, whichever is deemed to be most appropriate and economical under the terms of the licence; -Operation via electronic means, preferably the internet, in order to connect libraries in the target countries with the databases of journal publishers and/or libraries in the INTAS member countries; -The development of a network of libraries, both national and international, to interface with the scientists in the target countries so as to ensure maximum utilisation of the access to literature offered by the system; -The provision of training necessary for the selected libraries in the NIS to ensure the effective operation of the system for the benefit of the maximum number of their users. Development of training materials to be provided to the targeted NIS libraries and INTAS. The scheme should cater for scientists in Armenia, Azerbaidjan, Belarus, Georgia, Kazakhstan, Kyrgystan, Moldova, Tajikstan, Turkmenistan, Ukraine and Uzbekistan.
