The European Commission launched an open debate on European energy policy on 29 November, when it adopted the Green Paper 'Towards a European strategy for the security of energy supply'. Included in the Commission's strategic objectives is the plan to carry out further research on the technologies of nuclear waste management, practical implementation and safety. Some 15 per cent of energy consumption is currently covered by nuclear energy. The Commission also intends to further the development of new and renewable energies, doubling their share from 6 per cent to 12 per cent in the energy balance by 2010. Financial measures to encourage such development are under investigation. 'Confronted with both increasing external dependence and the urgency of the fight against climate change, the European Union cannot be complacent', said Loyola de Palacio, vice-president of the Commission and responsible for energy and transport. 'We have to be aware of the efforts needed and try and define a real European strategy, more coherent and responsible.'
