Call for projects for "Youth for Europe" programme

The European Commission, DG XXII, has published an open invitation to tender calling for proposals for projects under action E.II of its "Youth for Europe" programme. The latest "Youth for Europe" programme (YFE) was adopted in March 1995 (OJ No L 87 of 20.4.1995 p. 1.). The programme covers a five-year period (1995/1999) and has been allocated a budget of ECU 24,376,800 for the first year. The programme is open to all Member States in the European Union and also to Iceland, Liechtenstein and Norway. One of the main actions of the programme is Action E: information for young people and youth research. Action E.II deals specifically with studies/analyses in the field of youth. The studies are intended to contribute to the development of EU policy for cooperation in the youth field. Priority areas under this call include: - Projects focusing on the situation of young people in disadvantaged areas of the European Union; - Studies focusing on themes such as political and social participation of young people, including combating anti-democratic and nationalistic attitudes, racism and xenophobia; - Projects actively promoting equal opportunities between young men and women in the European Union. The Commission will encourage studies which take account of the ideas and expressed interests of young people themselves and which involve young people and their organizations in the design, implementation and conclusion of these studies. Projects submitted to the Commission for consideration should, inter alia, demonstrate a coherent scientific approach and appropriate methodology, developing multidisciplinary cooperation. They should use statistical data already existing or to be collated, in line with the objectives of the study in question. The Commission will give priority to projects which deal with the following themes: - Analysis of the impact of Community programmes and in particular YFE on European youth, for instance in terms of mobility, European citizenship, the fight against racism, etc.; - Analysis of the impact of projects concerning marginalization and exclusion of young people in the European Union and analysis of projects in terms of new strategies to develop, in order to promote solidarity between generations; - Statistical surveys and qualitative analyses which improve comparisons, across all participating countries, of the integration of young people into active life (for instance in terms of living conditions, work access, education and training abilities, young people's attitudes concerning: 'work' status, leisure time, place and role in society in the future, etc.); - Development of new and applicable strategies in the field of civilian service. The Commission has earmarked ECU 500,000 for Action E.II in 1995, of which ECU 100,000 will be available for feasibility studies. Community funding for projects may not exceed 50% of the total expenditure, up to a maximum of ECU 50,000. Exceptions to this rule can be justified only in terms of the significant contribution the project will make to what is known about young people. The duration of the projects may extend over a maximum of three years. In this case the funding will be given on an annual basis, provided the applicants send in an annual report for the activity developed and the results obtained the previous year. Each project must set out a plan for the dissemination of the results of the work undertaken. Applications should provide clear and detailed information allowing an accurate assessment of the project. Special attention should thus be paid to presenting the theme, the scientific aspects and the methodology envisaged, as well as the general and specific objectives of the proposed study, and its relevance for the partners involved and for the development of a policy for cooperation in the youth field.
