The European Commission, DG I, has published a call for expressions of interest for the selection of an EU partner for the EU-China Intellectual Property Rights (IPR) Cooperation programme 1996-1998, presently being finalized by the European Commission and the Government of the People's Republic of China. The objectives of this three-year programme are to give support to the Chinese Patent Office (CPO), the Chinese Trade Mark Office (CTMO), the National Copyright Administration of China (NCAC), as well as to the relevant provincial authorities in China, and to strengthen the mechanisms for enforcement of IPR in China. The programme will be implemented through the funding of training activities (study visits, workshops, internships in the specialist IPR institutions in the EU, etc.) covering both officials and IPR professionals from the private sector. Substantial technical assistance to the Chinese institutions is also foreseen. A high profile programme of information activities to improve public awareness of IPR issues in China is a further important element. The EU partner for this major project will be responsible to the European Commission for the day-to-day programme management of this important initiative. The EU partner, who may be either a consortium of competent IPR institutions or another qualified organization, would therefore require: - Strong infrastructure within the EU across several Member States; - Extensive experience in the IPR field, preferably across a broad range of IPR disciplines; - Proven capacity to undertake similar large-scale cooperation projects with experience in Asia (preferably China), including supplying expertise on a long-term basis.
