The European Commission, DG XII, has published a call for proposals for RTD actions under the Community's specific RTD programme in the field of Targeted Socio-Economic Research (TSER) (1994-1998).

The present call relates to the following areas of the TSER work programme:

- Area I: Evaluation of science and technology policy options in Europe;
- Area II: Research on education and training;
- Area III: Research into social integration and social exclusion in Europe.

Parties eligible to participate in this call (see the Council Decision on the rules for participation in the specific programmes) are invited to submit proposals for RTD projects and thematic networks in the following research tasks (the numbering of sub-areas and research tasks refer to those used in the work programme and associated documents):

- Area I: Evaluation of science and technology policy options in Europe:
. Sub-area I.1: Analysis of the RTD situation in Europe in the world context (Tasks: I.1.1 I.1.2 I.1.3);
. Sub-area I.2: Evaluation of the inter-relations between short- and medium-term needs and socio-economic changes and new scientific and technological developments (Tasks: I.2.1 I.2.4 I.2.5.4);
. Sub-area I.3: Methods, tools and approaches (Tasks: I.3.1 I.3.2).

In addition, the call in this area is also open for proposals for preparatory, accompanying and support measures for the organization of advanced training courses for the evaluation of science and technology policy options in less favoured regions of the European Union.

- Area II: Research on education and training:
.Sub-area II.1: Effectiveness of policies and actions, European dimension and diversity (Tasks: II.1.2.1 II.1.2.2 II.1.3.4 II.1.3.5);
. Sub-area II.2: Methods, tools and technologies: quality and innovation in education and training (Tasks: II.2.1.3 II.2.3.2 II.2.3.5);
. Sub-area II.3: education, training and economic development (Tasks: II.3.1.2 II.3.1.4 II.3.1.5);

- Area III: Research into social integration and social exclusion in Europe:
. Sub-area III.2: Causes of social exclusion, particularly unemployment (all tasks of this sub-area);
. Sub-area III.4: Evaluation of the impact of social policies (all tasks of this sub-area).

In addition, the call in this area is also open for appropriate measures for:

. Sub-area III.5: Horizontal activities and research infrastructures.

The TSER work programme, and a guidance note describing the topics covered by the present call, the information package concerning the procedures to be followed for the submission of proposals and a copy of the model contract to be drawn up for the proposals accepted are available from the Commission on request. A description of work being carried out under the first call of this programme will also be provided on request.
