Distance education and training course development
The European Training Foundation, a European Union agency, has published a call for proposals relating to the development of distance education and training course modules for use in Central and Eastern European countries. The call is open to participants from the following countries: Albania, Bosnia-Hercegovina, Bulgaria, the Czech Republic, Estonia, the Former Yugoslav Republic of Macedonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic, Slovenia and the EU Member States. This call forms part of the PHARE Multi-Country Programme in Distance Education. The wider objective of the programme is to promote the integration of the PHARE countries into the European Union through European-wide cooperation in education and training. The programme aims at promoting cooperation in the area of distance education and training among the PHARE countries, including the promotion of cooperation between the PHARE region and EU Member States. The programme will, specifically, support the establishment of a trans-regional distance education infrastructure and the development of a substantial portfolio of distance education and training courses in the PHARE countries. Proposals for development of distance education and training course modules should reflect real market needs relevant to the economic and social development in the PHARE countries and support their integration into the European Union. The distance learning method applied should be cost-efficient and easily accessible to end users. The project aims at both formal, accredited modules and at non-formal and non-accredited continuing education and training modules. The modules should be at post-secondary and higher education levels, including continuing training. Twelve priority subject areas have been identified: - I) European law; - II) Management and business; - III) Medical sciences; - IV) Environmental sciences; - V) Information technology, computer science and software engineering; - VI) Food sciences and technology; - VII) Transportation; - VIII) Social sciences; - IX) Modern European languages; - X) Training of teachers and trainers; - XI) Engineering and technology; - XII) Modernization of public administration services. The following types of organizations are eligible for support under the project: Private and public, profit-making and non-profit organizations that are legally established in EU Member States or in the associated and non-associated PHARE countries. Eligible project consortia should include at least one organization from two PHARE countries and one organization from an EU Member State. Normally one of the consortium partners should be a PHARE distance-education study centre established in the framework of the multi-country programme. The lead partner/coordinator must be established in one of the PHARE countries. Contracts will be established between the lead partners of the successful project consortia and the European Training Foundation. The minimum duration of a project is ten months and maximum duration is 18 months.
