LEONARDO DA VINCI programme - Call for proposals 1998
The European Commission, DG XXII, has published a call for proposals and general information relating to projects to be supported in 1998 under the LEONARDO DA VINCI action programme for the implementation of a Community vocational training policy. The objective of the LEONARDO DA VINCI programme is to promote new approaches to vocational training policies and practices. Based on the experience gained in the first three years of the programme and, above all, the lessons learnt from the first interim evaluation of the programme, the Commission has decided to better identify the specific nature of activities to be supported by the programme. The priorities identified for 1998 are as follows: - The acquisition of new skills; - Forging closer links between educational or training establishments and enterprises; - Combating exclusion; - Promoting investment in human resources; - Promoting access to skill and promoting the development of vocational skills through the Information Society in the context of lifelong learning. Particular emphasis is placed on pilot projects where the results can be developed and tested through transnational placement and exchange programmes; and vice-versa, on transnational placements and exchange programmes which develop and validate the results of pilot projects. The programme is implemented by calls for proposals following two procedures. For the following strands, the Commission is responsible for the organization of the call: - Strand II: Support for the improvement of vocational training measures, including university/industry cooperation, concerning undertakings and workers; - Strand III.2.a: Surveys and analyses in the field of vocational training. For the remaining strands, calls are organized under the responsibility of the Member States of the EU and the EEA (European Economic Area): - Strand I.1.1: Support for the improvement of vocational training systems and arrangements in the Member States; - Strand I.1.2: Transnational placement and exchange programmes; - Strand III.1: Improving language skills; - Strand III.2.a: Surveys and analyses in the field of vocational training; - Strand III.3.a: Dissemination of innovation in the field of vocational training. Proposals for projects under the first procedure should be sent to the Commission's Technical Assistance Office for the programme. Proposals under the second procedure should be sent to the National Coordination Unit for the programme in the appropriate Member State, in response to calls for proposals launched by these offices in coordination with the Commission. Information and contact days on the 1998 call will be organized in Brussels, Belgium, on 19-20 January 1998. Interested potential promoters should contact their national coordination unit and/or the LEONARDO DA VINCI Technical Assistance Office in Brussels for any additional information and to indicate their interest in attending. The meetings are primarily intended for new promoters seeking partners in order to set up innovative vocational training projects in line with the priorities of the 1998 call for proposals.
