The Confederation of European Paper Industries (CEPI) is organising a seminar in Brussels on 20 April 1999 on the Integrated Pollution Prevention Control (IPPC) Directive and its implications for pulp and paper mills.

Two European Commission Deputy Directors General will speak at the event: Mr Jörn Keck (from the Directorate-General III) and Mr Jean-François Verstrynge (Directorate-General XI).

The seminar is intended to investigate the ramifications of the IPPC Directive on the paper and pulp industry. The Directive, adopted in1996, establishes a general framework to prevent and reduce pollution from industrial installations. It is based on the principle of subsidiarity and requires local authorities to adopt emission limit values on the basis of best available techniques (BATs) which the Commission is to organize in exchange for information.

The seminar highlights the philosophy and key aspects of the IPPC Directive. It will consider its place in the overall EU regulatory framework, the potential impact of the IPPC on the industry's competitiveness, and the way that local authorities of the Member States envisage applying the IPPC Directive.
