World AIDS Day

On the occasion of World AIDS day on 1 December 1993 Commissioner Flynn, responsible for Social Affairs, called for renewed efforts to combat aids as well as the fear and stigma associated with the infection.
The Commissioner said that he proposed an extension until the end of 1994 of the prevention, education and information actions being carried out under the Community's "Europe against AIDS" programme.
This proposal is to be discussed at the Council meeting on Health to take place on 13 December 1993. The Commission has proposed an allocation of ECU 9 million in next year's budget to finance activities during 1994. This has been accepted by both the Council and the European Parliament.
It is proposed that the extended programme takes account of changes in the pattern of the epidemic and places particular emphasis on tackling several issues of growing concern in the Member States. These include: AIDS and drug abuse; HIV transmission in prisons; HIV linked to travel and tourism; the increasing number of women and children with the disease; HIV transmission and the supply of blood and blood products.
"Europe against AIDS" is implemented mainly by supporting projects in the Member States in the various areas of activity identified in the programme. Projects submitted for funding are evaluated by an Advisory Committee on the basis of criteria such as their relevance to public health and their Community "value-added" dimension. During 1993 some 60 projects were financed under the programme.
