DYNAMIC INFORMATION MANAGEMENT APPROACH FOR THE IMPLEMENTATION OF CLIMATE RESILIENT ADAPTATION PACKAGES IN EUROPEAN REGIONS

The European Green Deal calls for a major transformation of Europe's economies and societies to combat climate change and protect biodiversity. Strengthening adaptation and resilience is crucial due to the climate crisis's negative effects on the economy, society, and well-being. Achieving climate neutrality by 2050 requires urgent actions to mitigate risks and damages.IMPETUS aims to accelerate the transition to a climate-neutral economy by developing a comprehensive climate adaptation framework. This framework empowers citizens and societal actors to co-design adaptation packages, integrating methodology, technology, governance, behavior, economics, and finance. Its strength lies in knowledge, stakeholder co-design, scalability, and cost-effectiveness.Resilience Knowledge Boosters (RKBs) serve as collaborative spaces for co-creating, testing, and assessing adaptation pathways. The project demonstrates innovative solutions—technical, nature-based, governance, and financial—across seven EU regions with diverse climate impacts.IMPETUS meets its objectives by:1. Scaling real-time data and innovations to deploy region-specific solutions.2.Strengthening alliances with Quintuple Helix Stakeholders to create Innovation Packages with clear governance and financing schemes.3.Establishing climate change open data spaces through RKBs to drive societal transformation and awareness.With interconnected RKBs and engaged communities, IMPETUS ensures long-term impact, supporting the EU Green Deal and a sustainable future.
Key achievements include developing and testing innovative solutions, advancing policy and financing strategies, and strengthening public engagement. Ongoing collaboration among WPs and DSs has been vital, and efforts will continue to maximize impact in the final phase.WP1 supported DSs in stakeholder engagement (SHE) for solution development and testing. Activities included check-ins, cross-fertilization meetings, governance discussions, and monitoring, significantly aiding DSs and WPs.WP2 completed most tasks, including ODS activities, data quality, fusion models, and knowledge federation. T2.5 on the visual framework was delayed but progressing.WP3 developed climate resilience assessment tools, collaborating across WPs. Major progress in methodologies and tool testing led to practical DS prototypes.WP4 implemented 31 solutions at seven demo sites, tracking progress and enhancing collaboration through bi-weekly meetings and workshops. These efforts contributed to innovation packages and adaptation pathways.WP5 advanced DS adaptation pathways via numerous bilateral meetings. A workshop with WP4 and DS leaders introduced the innovation packages methodology, with major work starting Jan 2025.WP6 progressed in policy and financing, tackling barriers, developing exploitation strategies, and implementing the IMPETUS Multi-Sided Platform (MuSP) alongside WP7. Activities included DS policy workshops, SCBA, and climate finance research.WP7 enhanced public engagement, updating the website and launching the IMPETUS MOOC. The project published articles, newsletters, academic works, and participated in over 30 external events.
WP1 provides vital tools, methods, and governance knowledge for SHE and co-creation in DSs, contributing significantly to all expected project impacts. With a methodology grounded on flexibility, adaptability, diversity and inclusion, WP1 helps in embedding IMPETUS solutions and RKBs in local contexts, enhancing social acceptance and community resilience. The high number of stakeholders (SHs) engaged and their active contributions indicate the effectiveness of the SHE approach.In WP2 The initial version of the RKBs platform is now online and ready for validation and dissemination. In the upcoming year, this platform will serve as a crucial tool for disseminating the technical work and data produced, promoting the upscaling of climate adaptation solutions. Once fully populated with data from DS, Adaptation Pathways, and Innovation Packages, its full potential will be realized. WP3 progressed by developing- A framework of metrics and indicators for assessing climate resilience at DSs.-A climate change hot-spot identification web service for stakeholders.-Contributions to the functional framework for dynamic adaptation pathways, supporting WP5. WP4 successfully deployed adaptation solutions across DSs, enhancing water management systems, climate resilience, and stakeholder collaboration. Notable improvements include:- Berlin enhanced water management via static mixing and groundwater models.-Boreal region improved flood monitoring systems.-Catalan Coast advancements in pollutant removal, dune restoration, and water availability. Stakeholder engagement and participatory planning processes have led to greater regional acceptance and integration of these solutions, reflecting increasing recognition and interest from regional governments.In WP5 a functional framework for dynamic adaptation pathways was developed, serving as a benchmark for all DSs. This unified approach has been essential for developing adaptation solutions and pathways related to specific regional climatic hazards. At the end of the next year each of the seven region’s climatic resilience will be increased, thanks to: (i) the shared vision and plan elaborated to produce the adaptation pathways, (ii) the set of solution tested and assessed at regional level as well as (iii) the full implementation of RKBs; all of these features being embedded in the Innovation Packages framework.WP6 is working towards supporting IMPETUS partners to overcome the identified policy and financial barriers and be able to implement their solutions on an enabling ecosystem. WP6 broadened the scope to address resilience beyond climate change, dealing with a range of socio-economic dimensions through the SCBA and the mapping of SHS together with WP1 (besides public decision-makers, also private actors). The aim guiding this WP is the contribution to the long-term impact of results achieved by the elaboration of roadmaps for exploitation to ensure its uptake in the market, policy recommendations and, guidelines to decision-makers in public and private sectors. WP7 Implemented a strategic approach to position IMPETUS within the policy and projects ecosystem, leading to effective dissemination of thematic content. Supporting WP1 and DSs, WP7 gathered valuable regional stakeholder inputs through surveys highlighting that there are knowledge gaps in awareness of local climate adaptation initiatives. This insight presents opportunities to engage citizens better, co-create resilience solutions, and amplify dissemination efforts via various channels, potentially reaching over 84,000 people. Overall, these WPs have made substantial progress, setting the stage for impactful results. The project's integrated approach enhances socio-economic impacts and wider societal implications, supporting EU Green Deal targets and contributing to post-pandemic economic recovery. The continuous close and iterative engagement with stakeholders, sister projects and the development of innovative solutions ensure the project's sustainability and long-term benefits.
