Park4SUMP is an EU-funded Horizon 2020 project dedicated to showing how cities can adapt parking management policies and deploy effective and innovative solutions as part of their Sustainable Urban Mobility Plans (SUMPs).

In spite of the fact that effective parking management has proven to be beneficial in delivering sustainable urban mobility in our cities, it is still one of the most underdeveloped elements within Sustainable Urban Mobility Planning (SUMP) policies. In fact, good parking management can help free up valuable public space, making our cities more attractive; support local economy; reduce vehicle traffic; improve congestion, road safety and air pollution; and moreover generate revenues to invest in sustainable mobility and urban improvements.

Park4SUMP is demonstrating how Innovative parking solutions become an integral part of cities' Sustainable Urban Mobility Plans (SUMP) to achieve their vision and objectives.
Park4SUMP is learning cities how to:
• Move from an operational and reactive parking policy to a more strategic one
• Implement innovative and cost-effective parking solutions
• Ring fence parking revenues for sustainable mobility purposes
• Increase political and public acceptance of parking management solutions
• Free public space from parking pressure to improve the quality of life in your city
• Reduce car travel, as a result of parking management solutions, to make their transport system more sustainable

The overall objectives of Park4SUMP are :
1. to achieve wide roll-out and tranferability
2. to stimulate further innovation in parking management
3. to raise awareness and gain acceptance among relevant stakeholders on how parking policies can help cities
4. to build capacity, particular among cities that have difficulties in implementing such policies
5. to improve quality of life in society and cities
Park4SUMP work-in-progress contained:

1. a city analysis and assessment of their level of development in terms of parking management, SUMP development and the integration of both aspect. Additionally national and regional framework conditions (laws and regulations) were collected and analysed to understand possible barriers when (later) transferring succes oroven practise measures in policy transfer-, capacity building and SUMP-integration programmes mainly in the second period of the project. The assessment process with interviews and questionnaires also formed the basis for development of the ParkPAD audit tool.

2. the conceptualisation of cities' (policy oriented) action- and (practical) implementation plans with measure selection for the Park4SUMP life time, as one part of the work done in WP3. Furthermore the ParkPAD tool has been developped and finished testing in 80% of the cities already.

3. a survey distributed among the Park4SUMP city representatives the framework addressing concepts and typologies of innovation in parking policies. A selection of innovative measures in three main domains have been identified to be implemented in the remaining lifetime of the project.

4. a capacity building programme ensured that representatives of all Park4SUMP cities build their capacity in a way that aligns their parking management activities with SUMP, their action plans and also with the project objectives. The capacity building programme focus in this period was on internal trainings and ParkPAD test in each city. The development of (national) training materials started.

5. Cities started the implementation of parking measures and it's integration into SUMP from month 12, supported by the capacity building insights, while smoothly delivering input for dissemination and evaluation.

6. Dissemination and communiction of ongoing Park4SUMP activities and progress in this period, as well as raising awareness among stakeholders, other EU projects and institutions and finally also local and regional public authorities. Important publications can be found at the website.

7. The development of a monitoring and evaluation methodology and a city by city evaluation plan. Interim reporting of data has started.

8. the care for ethics requirements in the project.

9. risk management and contingency actions due to the COVID-19 outbreak. This include several work packages - especially capacity building, dissemination, implementation of Parking Management measures and Evaluation

10. The evaluation of the ParkPAD test phase in 16 cities and preparation of the institutionalisation of ParkPAD tool
The key outputs of Park4SUMP
• 16 partner cities improved their parking policies and pilot implementation of more than 50 parking management good practice solutions
• 14 national governments increased their knowledge as to how high-level government laws and regulations facilitate or hinder the use of innovative and effective parking management in their cities
• External follower cities have benefited from capacity building and exploitation of results to improve integration of parking and SUMP policies and implement about 300 parking management approaches
• The project has developed a parking policy and management audit tool, PARKPAD, and piloted it in 16 Park4SUMP cities
• Professionally assisted PARKPAD audits in all partner cities and an additional 10 (external to the consortium) cities
• Expert driven and tailor made Park4SUMP training programme (national training events and webinars) for local, regional and national authorities in 16 countries

Park4SUMP provides excellent value for money. Parking management measures are low cost, can be implemented incrementally and generate revenue to pay for itself, while also supporting other measures such as public transport and active modes to bring about travel behaviour change, thus supporting EU's urban mobility policy and - more recently - Green Deal ambitions.
