Periodic Reporting for period 2 - ISOOKO (A community platform for building peace through information-driven dialogue)

Objective 1: To develop an open-source, Web and mobile-based, participatory platform for peace education and reconciliation
● Using an existing software platform (Ushahidi) as a starting point for development, to optimise the outcomes of the project to focus on developing the specific functionalities required and trialing the platform in practice;
● Supporting the community-sourcing of information, active user engagement with existing bodies of information by reusing, enhancing, creating structured information objects;
● Involving the creator of this existing platform as a project partner to take the lead in the development process;
● Piloting the platform in two post-conflict social contexts (in Rwanda and Kenya).
Objective 2: To identify and support the socio-technical requirements of local communities ensuring that the platform meets their needs, addresses societal challenges relevant to them.
● Engaging with community stakeholders via participatory requirement specification, design, evaluation events ensuring the knowledge and needs of the stakeholders are captured;
● Identifying requirements for specific functionality, for non-functional requirements such as usability, scalability etc;
● Carrying out a baseline review of peace education processes, role of technology and the tools available for supporting them.
Objective 3: To understand how user communities interact, respond to the platform in different social and regional contexts. To evaluate the effectiveness and impact of the platform
● Trialing, evaluating addressing the platform in two pilots in Rwanda and Kenya;
● Defining the scope and structure of pilots in collaboration with local partners and stakeholders;
● Gathering data, both qualitative (structured interviews, observations, questionnaires) and quantitative (automated capture of usage data), about users’ engagement and responses to the platform and digital information;
● Analysing this data and use of data analytics to gain an understanding of users’ behaviour. To evaluate the impact of the platform for peace education and reconciliation;
● Developing case studies based on the pilots, to show how the project outputs may be deployed in operational environments.
Objective 4: To build sustainable partnerships and capacity in digital content technologies and to facilitate future user-led innovation in sub-Saharan Africa
● Collaborating and engagement with a range of organisation types including industry, NGOs, government agencies, research/educational institutions;
● Embedding local expertise in living lab and social innovation methodologies;
● Developing an education and training programme with relevant digital technologies, methods, materials and activities for the local context;
● Developing a curriculum and reference teaching materials that can be integrated into existing higher education programmes within the region;
● Liaising with local industry about the skills and competences needed.
Objective 5: To establish an environment for the successful and sustainable exploitation of the project results in other contexts after project completion
● Disseminating the knowledge and experiences created by the project in targeted ways;
● Engaging with policymakers at national and transnational levels (including the EU) in order to influence public policy in areas addressed by the project;
● Building communities of interest around the project to ensure that the resulting platform can be used in different contexts and audiences beyond the pilots;
● Capturing the knowledge of a diverse range of stakeholders through participatory design and development, to ensure broad applicability of the platform;
● Taking scalability issues into account during the design and development process;
● Developing an exploitation plan and facilitating the post-project implementation of the plan;
● To develop an open-source, Web- and mobile-based, participatory platform for peace education and reconciliation;
● To identify and support the socio-technical requirements of local communities ensuring the platform meets their needs and addresses societal challenges relevant to them;
● To understand how user-communities interact with, respond to the platform in different social and regional contexts. Evaluate the effectiveness, impact of the platform for peace education and reconciliation;
● To build sustainable partnerships and capacity in digital content technologies. To facilitate future user-led innovation, in sub-Saharan Africa;
● To establish an environment for the successful and sustainable exploitation of the project results in other contexts after project completion.
The Project started on time in January 2018, according to the GA.
Kick-off Meeting in Kigali, Rwanda - 19 to 23 March 2018.
The Project Website was live at Month 6.
The Design and development of platform was completed at Month 6.
The First implementation release of platform. Ushahidi deployments were created in support of initial testing for Rwanda trials (WP4).
Pilots Scoping Workshop in The Hague, Netherlands - 11 to 15 June 2018.
In-Country Workshops in Rwanda - 15 to 26 October 2018 and Kenya - 11 to 15 March 2019.
Democratic Reflection Tool Testing Session - 19 to 21 March 2019 in Kigali, Rwanda.
Planning Workshops for the Project Beneficiaries/Partners in London/Online - 13 to 24 May 2019.
Significant Workshops, Conferences where the ISOOKO project has been presented included Build Peace 2018 conference in Belfast, Community and technology conference in Vienna 2019 and Humanitarian Innovation Exchange 2019 in the Hague.
Through collaboration, ISOOKO will advance existing peace education initiatives in various ways:
1) Spaces for dialogue between communities.
2) Co-creation, engagement and empowerment via the platform.
3) Education of future leaders: building on in-depth stakeholder engagement.
4) Co-production of knowledge: Misinformation or falsified information: the provision of access to accurate and balanced information is thus a key success factor.
5) Use and analysis of data science re impact and effectiveness of the participatory digital platform.
Methodology/Living Labs - ISOOKO aims to push ahead with the most state-of-the-art innovation methodologies that are available in the field of data, innovation, and peace & justice.
Distribution and capture of digital content at network edge. The creation of the Moja networks in Kenya and Rwanda is a unique and innovative approach inclusive for end-user communities.
Desired impacts for ISOOKO are as follows:
1. Development of relevant technology responding to specific needs, conditions of the target country;
2. Sustainable uptake of results within the targeted countries, after the project completion date;
3 Reinforced international dimensions of the ICT and Innovation aspects of Horizon 2020.
Other impacts:
(i) Impact on peace education and reconciliation in post-conflict societies;
(ii) Social justice, inclusivity and ‘digital literacy’;
(iii) Impact on capacity for innovation;
(v) Impact on Internet connectivity in developing countries, especially in rural communities;
(vi) Impact on education and skills in digital content industries and the digital economy;
(vii) Economic impact of developing the platform;
(viii) Economic impact of conflict prevention;
(ix) Memory and memorialisation of traumatic events;
(xii) Added value of carrying out the work at European level.
