Report on the SPREM methodology and supporting tools to be developed

• Mapping of current SPREM approaches in other countries: o Desk research on recent research and other publications, o Interviews with SPREM managers in front running municipalities (e.g. Rotterdam, Amsterdam, Utrecht in the Netherlands, …). • Analysis and assessment of current real estate management practices in Belgium: o Interviews with public real estate managers of three municipalities that are considered as ‘best in class’ regarding real estate management (e.g. City of Antwerp), o Interviews with public real estate managers of three municipalities that can be considered as representative for the target group, o Review of the SPREM approach of The Facility Company itself. • Development of the most appropriate SPREM approach for Public Clients: o Development of the general SPREM approach, o Adaptation of SPREM to specific Public Clients groups: Municipalities with a large Real Estate portfolio, Municipalities with a medium Real Estate portfolio, Municipalities with a small Real Estate portfolio, Public Clients at the Flemish Regional Level. o Development of the SPREM implementation roadmap. • Defining data and information requirements: o Defining data and information requirements for SPREM, o Defining data and information requirements at a strategic level, o Development of SPREM Performance Indicators, o Development of the requirements of the SURE2050 platform, • Review of methodology: o Development of a review checklist that will be used during the coaching, o Development of a questionnaire for Public Clients, o Analysis of methodology based on feed-back of Public Clients and internal evaluation, o Adaptation of methodology.

Final Publishable Report

The project will prepare final publications that will include important lessons learnt recommendations guidance for replicators and detailed information on the projects process as well as signed contracts and contractual arrangements Any sensitive and confidential information eg prices etc can be removed from these contracts if necessary The final publications should be professionally designed attractive and tailored to the target group The publications should be produced in national language and translated in English 300 hardcopies in national language and 200 in English The text in English will be copyedited by a native speaker An executive summary of the results max 5 pages should be made available electronically and in the following languages English French German Italian Spanish and PolishThe content and final draft of the publishable report must be approved by EASME before publication
