The European Commission has recently published a recommendation to the European Automobile Manufacturers Association (ACEA) to reduce carbon dioxide emissions from passenger cars (C(1999)107). The recommendation calls for members of the ACEA to employ technological developments and market changes linked to those developments to achieve, collectively, a carbon dioxide emission target of 140g/km carbon dioxide (as measured according to EC directive 70/156/EEC), by 2008. This is to include innovative concepts for vehicles replacing conventional cars and passenger cars which do not produce carbon dioxide emissions or use alternative fuels The recommendation also calls for the ACEA's cooperation with the Commission in identifying changes in the market which are not linked to technological improvement. The group must also evaluate the potential for additional fuel-efficiency improvements in 2003, with a view to moving closer to the objective of 120g/km carbon dioxide by 2012.
