Studying the options for improving the environmental impact of air transport by introducing economic incentives is the subject of an invitation to tender issued by the European Commission, DG VII. Policy options that mitigate the environmental impacts of air policy are currently a hot topic in international forums. Aircraft noise, considered a local problem, and gaseous emissions in conjunction with the growth of the industry are giving rise to concerns about the effectiveness of existing economic policy instruments aimed at controlling air traffic pollution. The implementation of the Kyoto Protocol, which requires signatories to reduce greenhouse emissions, is a further reason for reassessing the need for properly designed economic instruments. The Committee for Aviation Environmental Protection (CAEP) of the International Civil Aviation Organisation (ICAO) has been asked by the ICAO Council to assess what can be done with a view to the ICAO assembly in 2001. The European Commission is fully participating in this work. The purpose of this study is to identify and assess a limited number of policy options aimed at creating economic incentives for mitigating the environmental impact of air transport.
