Remote sensing control of arable and forest land, area-based subsidies
The National Administrations of Finland, France, Germany, Greece and Portugal, with the technical support of the European Commission's Joint Research Centre, are participating in a common call for tenders to check that applications for area aid for cultivated and forage regions are legitimate, using remote sensing techniques. Satellite images and/or aerial photographs will be used for Finland, France, Germany, Greece and Portugal. (Belgium, Denmark, Ireland, Italy, the Netherlands, Spain, Sweden and the United Kingdom also use remote sensing but in multidisciplinary programmes which go beyond the invitation to tender. Austria and Luxembourg are not participating in the remote sensing controls.) The selected contractor will be assigned a sample of dossiers to control, each listing all parcels cultivated. The contractor must compare these applications with the images or aerial photographs and deliver the results per dossier to the competent authority of the Member State. The satellite images will be acquired by the Commission and delivered to the contractors. On-the spot checks, which involve contact with farmers, remain the responsibility of the administration in charge of the controls.
