Economic regulation of air-traffic management services
The Energy and Transport DG requires a study on the scope and exercise of economic regulation in the air traffic management (ATM) sector with a view to define the future regulatory framework to be applied in this field. A tender has been issued for the study which will include all necessary actions to be taken at Community or national level to support such a framework. The communication of the Commission on the creation of the single European sky highlighted the need for modernising the public role in the ATM sector and limiting its regulatory function both for central and local authorities. Modernising the sector will require the establishment of adequate regulatory frameworks under the responsibility of independent regulators. Among these, a framework has to cover economic issues, pertaining to the operational performance of service providers or service levels and the price to be paid for such services.
