Innovating for technology transfer training

Cel

Despite efforts to reduce unemployment, many people are still unemployed. New initiatives are required to help the jobless back into work. Most approaches to unemployment focus on the individual. This project seeks to involve social partners in new approaches to unemployment and skills acquisition through the application of a job rotation model in key sectors in the Portuguese manufacturing industry.

Partner countries will develop a common job rotation model and adapt this for testing purposes to the legal, structural and social constraints of the national market. Testing will typically involve new technology-based SMEs. Target groups will be SME managers and their substitutes - students, young graduates and unemployed persons. Managers will be given 2 months' leave during which they will receive training in higher skills. During this period, their substitutes will follow practical, advanced training courses involving 2 months' accredited training in the industrial application of new technology, and 2 months' on-the-job experience. The programme content will vary according to national needs but will include modules on biotechnology, environmental technology, telematics and electronics. The job rotation model aims to turn target firms into learning organisations, while the target groups, with their portfolio of new skills, will benefit from improved competitiveness in an increasingly technology-led market.

Impact
The job rotation model will encourage a systemic approach to unemployment, enhance employment prospects, and promote innovative approaches to learning in industry.
