Commission to seek ICT research and advisory service
The European Commission's Personnel and Administration DG has given prior information of a call for tenders for the provision of research and advisory services in information and communication technology (Rasict). The call will be a sequel to a previous call for tenders, which was not attributed to any tenderer. It will have two lots, each constituting a separate market. Lot one will relate to detailed research and advisory services in information and communication technology (engineering level) based on analysis and research of the ICT (information and communication technologies) industry and market. Lot two relates to high level research and advisory services in information and communication technology (management level) based on analysis and research of the ICT industry and market. Lot one will include services in the following domains: - hardware and operating systems; - enterprise network and telecommunications including voice; - office automation, document and knowledge management; - information systems and office information systems; - securing covering all areas of ICT: - asset management covering all areas of ICT; - contracts covering all areas of ICT; - ICT and business relations (value, processes, resources, etc.). The above domains should be covered by services with a detailed coverage of market, technology, architecture, strategy and management aspects including the following topics: - market evolution scenarios with appropriate confidence factors and supporting evidence; - identification of market and technology drivers and leaders; - financial analysis of technologies, products and solutions; - identification of limitations and boundary conditions of technologies, products and solutions; - tracking of human and financial issues related to technologies, products and solutions. Lot two services should cover a high level overview of the main trends and directions of all areas of the ICT market including technology, architecture, strategy and management aspects. It should have a strong focus for European clients. The service should include aspects like market evolution scenarios, identification of market and technology drivers and leaders, identification of limitations and boundary conditions of technologies and solutions etc. Information for both lots should be delivered through: - complete research reports; - technology and/or market update letters or notes; - early warning messages; - written replies to questions and requests for information by e-mail on specific subjects and issues; - internal and external events like briefings, presentations, conferences, seminars, forums, symposia, audio-conferences, other. The following forms of media should be used to deliver information for both lots: - CD-ROM to be downloaded on internal e-web; - e-mail messages; - fax - Internet website.
