Air-quality targets for tropospheric ozone
The European Commission, DG XI, has published an invitation to tender relating to economic evaluation of air-quality targets for tropospheric ozone. The Commission has to put forward a Directive for tropospheric ozone before March 1998 establishing ambient air-quality objectives ("limit/target values") and has to formulate an abatement strategy. For this reason, the Commission is inviting tenders for a study which should analyse (least) costs and benefits of attaining the limit/target values for ozone, accounting for acidification objectives. The analysis should: - a) Determine areas of excess pollution; - b) Identify regions responsible; - c) Review abatement measures and costs; - d) Determine least-cost of meeting limit/target values; - e) Assess benefits. The methodology should compare the costs of achieving the limit/target values with the benefits. This involves: - 1. Collecting estimates of the costs of technical and non-technical emission control options and ranking options on the basis of their cost-efficiency; - 2. Identifying the minimum pollution-control costs to meet the limit/target values. The physical and monetary benefits should be estimated for human health, ecosystems and material welfare. The countries to be analysed will be all EU Member States as well as other countries in Europe. The time horizon should follow the compliance schedule for the Directive. An intermediate report will be due after two months, the draft final report in five months and the final report should be completed six months after signing the contract.
